Delays in Patch-work of Roads

Majority of the residents and especially the drivers of capital city are in doubt if municipality of the city works for the betterment of the city or wants to bring more destruction here. This perception got birth from the fact that many roads were cut and dug and left without any further work. In different countries of the world, when breakdown starts in some parts of a road, that part is cut and removed and this part is paved. This process is also called the ‘patch-work’ of roads because only a patch of the road is rehabilitated. The patch-work is done in two conditions; when a small part of a big road starts breaking down or very rarely, when engineers feel that a patch work would avoid the further breakdown of the road. In either case, the worn-out part of the road is removed and is paved immediately. In this way, the road soon looks like a new road and solves the problems of people. While in case of our city, the process takes many months. First, many roads that were new and did not need any kind of patch-work have been dug. Then these removed parts are not filled on time and these holes create great frustration to the drivers and pedestrians. It is also a fact that when some months pass and the removed part of the road are not refilled, they start damaging the remaining parts of the road as well. All these end in the complete destruction of the road and then, no kind of patch-work is going to work for it. In such circumstances, unnecessary cutting the parts of the road is like wasting the money of public being spent on the construction of that road.

If we look at the roads of Kabul, there are numerous places in 40-meter highway, in Khair Khana and other parts of the city when parts of the road have been removed and not filled even after months. These unfilled parts are the major cause of traffic jams and the dust and pollution are harming the health of citizens.

Some citizens are of the view that it is a combined conspiracy of some contractors and high-ranked officials of the municipality who deliberately and unnecessarily dig the roads and don’t fill them so that these roads should be ruined completely and contractors should get a new contract to pave the roads. It is also a sad reality that poor people of Afghanistan cannot afford to bear these unnecessary expenses as they are in dire need of so many other development projects. It also shows that there is going on very deep-rooted and dangerous corruption in the municipality regarding the grant of contracts for the construction of roads and concerned ministries and anti-corruption units should investigate the nature of these misconducts and bring their culprits into justice.
