The Main characteristics of Political system from the beginning in Afghanistan had been suppressing people, discrimination based on ethnic, religion, region and language. The main goal of such approaches have been to ensure the interests of a specic group.
Such political culture created deep mistrust between the people and any time the governments wanted to change the governance system they could not win the support of the people.
Because, the government mainly had exercised power in an excessive manner to suppress people by violence. At the same time, governments had used all financial and administrative resources to please specific groups of people.
When the government system changed based on Bon conference in 2001.
Afghan people expected the time of exclusion will end and the new government will distribute the financial and administrative resources in a fair manner.
The constitution and the political system that was established based on Bon Conference helped Afghans to start a new period in their history.
Afghanistan held presidential, national assembly and provincial elections.
Women as half part of the society could run for leadership roles, could attend schools and universities. The security institutions were rebuilt and operational.
Roads and Rail road infrastructures have been built. Regional connectivity has been in place to some extent. And Afghanistan is a responsible member of the international community now.
After 20 years we are again at the same conditions; peace talks. It means that we are at a crucial moment. It is a unique opportunity for peace, establishing a political system based on Afghanistan context and paving the way for a prosperous and peaceful Afghanistan. At the same time, we shall be cautious if we don not consider the context of Afghanistan in terms of the political system it may lead to a bloodier civil war too!
Political Discontinuation as the Cause of Continued Civil Conflicts
Change of political system is one of the main features of the political system of Afghanistan. By each political disconnection Afghanistan has started from the scratch. That is why Afghans insist on peace in the framework of the current political system. Any political deal shall guarantee the achievements of the 20 years of Afghanistan. Presidential elections shall be held under the supervision of the international community and the power shall be transferred to the elect president in order to avoid political disconnection. Constitution of Afghanistan shall be amended according to its framework.
According to article 49 of the Constitution adherence to the fundamentals of the sacred religion of Islam and the regime of the Islamic Republic cannot be amended. Further, the amendment of the fundamental rights of the people are permitted only in order to make them more effective. In addition to this, considering new experiences and requirements of the time, other contents of this Constitution can be amended by the proposal of the President or by the majority of the National Assembly in accordance with the provisions of Article 67 and 146 of this constitution.
Forming an entree government means political disconnection in Afghanistan.
According to the history of the country any political disconnection has compromised all the achievements of the previous governments and everything has been started from the scratch.
As such, Afghanistan requires to continue the current system in order to preserve and strengthen the achievements of the past twenty years. Nearly all political leaders and experts acknowledge that the current constitution requires amendment, but it shall be ammended according to the mechanism identified by the constitution. Preserving the Islamic Republic System and the Current Constitution will prevent political disconnection in the country. In turn it will ensure preserving the democratic achievements of the country and an early election can pave the way for a just and lasting peace.
