Changes Should Reach to All Provinces and Districts

Out of thirty-four provinces of Afghanistan, the capital Kabul has become the focal point for people where they besides better security, have found some-how business and educational opportunities.

This is the major reason behind the increasing population in here – the population living in Kabul is now estimated to be more than four millions while the total population of Afghanistan is somewhere between thirty to thirty five million. It means that an average of less than one million people live in each of other thirty three provinces of Afghanistan.

But the overall development of Afghanistan will remain a dream until and unless betterment is brought on the provincial, district and ultimately local levels. The better the administration in the institutions of the government the better will become governance, rule of law and infra-structure. In this regard, United Sates pledged to strengthen the administration in the districts by intending to spend 40 million dollars in this area.

The most important part of the news is that it will be spent on the areas that have been specified by the people, district leaders and governors in various provinces of Afghanistan. As a matter of fact, the condition of people living in Afghanistan provinces and districts means increment in their trust towards government.

They will be less attracted towards insurgents or cultivating poppy crops. The increasing rate of population in Kabul cause serious problems, traffic, unemployment, inflation and shortage of basic necessities and shelter are turning into great challenges for the government of Afghanistan.

On the other hand, for the security sector, it is good news that international community has shown readiness to continue mentoring Afghan Security Forces beyond 2012 within the provinces.

It is encouraging to see that the international community is mindful of the fact that without bringing the Afghan Security Forces up to a level where they can be handed over the security responsibilities of Afghanistan, it would be very difficult to sustain peace and tranquility in the other provinces as well.

For that reason, the international community should continue the process of mentoring, training and equipping them. For insecure provinces top priority should be given to peace and security system, and the reconstruction plan must be the top listed priority.
