Mismanagement of the roads of Kabul

As the long season of cold, snow, rains and mud ended, the dust started flying in the air. The construction of roads that had been stalled by the freezing cold was once again resumed and thus the digging and breaking of roads also started. It is worth praising that the municipality of city at last started the badly needed pavement of many of the major and crowded roads of the city.

It is strange that regarding the construction and pavement of roads, many small cities are in better condition comparing to the capital where some main and almost all the adjacent roads and streets have not been paved in the last ten years and they show a horrible picture of the capital, creating a number of problems for the commuters and the residents of the area.

Last year, at once municipality became aware of the roads of the city and the construction work was started in different areas and many roads were blocked that resulted in traffic jams that disturbed the people throughout the year. When the paving of roads finished, it relieved the commuters and greatly reduced their problems.

There are also present some roads that are being constructed for the third time and it is due to the mismanagement and lack of central and coordinated planning. The main problem came by the sewerage water ditches that run alongside these roads. First these ditches were made like an ordinary ditch which is left open from the top but soon it was filled with trash and dust and the flow of water through it was impossible.

Then a new plan was devised according to which these ditches were reconstructed and this time their tops were covered by a lid. It was not an easy job as the whole of the old structure was to be undone before the new construction started. Once again, roads were blocked and the dust covered the surface of the roads. Traffic jams and health problems attacked again the dwellers of the area. These ditches were constructed but they were not covered due to which many people got injured by falling in them.

As the first month of Afghan calendar approached, the cleaning and covering of these ditches started. It puts a big question mark on the performance of concerned authorities as why these ditches were not covered after their construction was completed.

These days, especially in areas of Shahr-e-Naw and Qila-e-Fatehullah, the cleaning of old ditches is in progress, though their construction finished a few months earlier. It is helpless situation that there is not present any central governing body to manage and coordinate this important work of pavement of roads, and if there exists any such body, it is not performing its duties honestly and professionally.

The process of paving a road is very expensive and huge amount of public budget is spent on it. It is tragic that roads are not constructed properly and due to mismanagement, the scarce money of public is spent time and again unnecessarily and people are made to suffer on accounts of traffic jam, dust and pollution. If concerned authorities are not taking any notice of this situation due to their clandestine interests, then higher officials of government should check the situation to bring an end to the sufferings of people.
