IEC Expresses Concerns

The Independent Election Commission has expressed concerns over the security threats and challenges during the voter registration period starting on May 26. IEC spokesman has said the security institutions need to confirm how many polling stations they can provide security for, adding that there were security challenges.

It seems an alarm from the Commission regarding the threats that could undermine the process. However, given the fact that the Interior and Defense ministries have confirmed full preparations to provide security to polling centers, the challenge to maintain security, particularly in volatile Taliban-affected areas, it should be ensured by the Afghan National Security Forces and ISAF. Officials from Interior and Defense ministries have rejected concerns of the IEC saying ANSF are ready to provide complete security for polls. If it is so, why does the IEC express concerns?

There are factors more than security threats that make us concerned about the upcoming presidential elections and smooth transfer of power. The preparations for voter registration have been delayed several times. The electronic ID card program has also been delayed.

The National Assembly is taking longer to approve the Electoral Law, with a sluggish review process for the new draft of the law sent by President Karzai. The parliament needs to hurry with the draft law and approve it as soon as possible. It has already taken much longer, which has affected the work of Independent Election Commission. Of course there has also been a delay-tactic at play from the Presidential Palace during different levels of the process.

The President sent back the draft law on structure and organization of IEC. Political parties are accusing that the President is intentionally prolonging the delay so that an administrative decree could be issued for the coming Presidential elections.

There is a calculated campaign to further delay the process so that further space is created for manipulation of the situation. The artificial deadlock on the draft law of structure and organization of the Independent Election Commission and Electoral Complaints Commission, as well as the insistence on usage of old voter registration cards are all part of the campaign.

The President has yet to make decision on appointment of IEC Chief. The appointment must be based on broad consultations, engaging all the necessary stakeholders in this process. The new IEC Chief should be broadly accepted as a credible head who would strengthen the independence and credibility of the organization.
