Peaceful Provinces Deserve More Attention

If there had not been war, Afghanistan would have significantly developed in all important areas. Decades of war has resulted in mass destruction of Afghanistan’s economical infrastructure. USSR invasion, civil war, and Taliban regime did much to ruin this country. Since the ouster of Taliban from power in 2001, Afghanistan is reconstructing and developing with the support from international community. Nevertheless, challenges remain solid that do not allow smooth progress in this country.

Over the past 12 years, many development projects have been initiated in Afghanistan but not all of them have been completed. The focus of donor countries and the Afghan government have been the insecure provinces such as those located in south of the country, when it comes to development plans and projects while secure provinces like those in central part of Afghanistan have failed to gain any proper attention.

The main purpose of implementing development projects in insecure province has been winning the mind and heart of the people so that support for insurgents lessens. However, the international community has drastically failed in reaching this objective. Not only the insurgents create sever hurdles for execution of development projects but also they have been destructing completed ones. An example is the Kabul-Kandahar highway where almost all bridges have been blown up by planting IEDs.

Taliban, the main insurgent group, pose grave threats to implementation of development projects. They have been involved in abducting and slaughtering people working on projects such as of construction of highways, bridges, schools or hospitals. They do not spare even the laborers.

As full security responsibilities of Afghanistan have been transferred to ANA and ANP, providing satisfactory security to the people and infrastructural projects falls further in doubts. The US-led troops are withdrawing from Afghanistan by the end of 2014. Insurgent’s strength expected to increase more, if proper measures are not taken by the Afghan government and its western backers. The little development in Afghanistan’s various sectors is at the risk of being lost as future stability of this country remains highly uncertain.

For Afghanistan to develop, it needs to reconstruct and improve its economic infrastructures. For that it needs to remove the biggest constraint of insecurity and until that is overcome, focus should be shifted to development and reconstruction works in relatively peaceful provinces. There is a pressing need to divert more funds for such provinces to alter the life of the people for better.
