Differences within Leadership Regarding Peace Negotiation

With heating environment for peace deal with Taliban militants, the National Peace Advisor to Mr. President Karzai, Dr. Spanta, said that peace cannot be achieved by “plead”. Talking in a gathering of Political Leaders and people said that the main precondition of peace was a strong Afghanistan prepared to deal with enemies and protection of the national integrity.

Till now what Afghan government puts as condition for peace negotiation with militants are acceptance of constitution, severing of ties with Al-Qaeda and giving up violent struggle. The Taliban not only succumbed to above condition but even still avoided to commence negotiation without any condition. After the opening of political office in Doha, Taliban representatives still have not announced their preparation to talk with administration of President Karzai, emphasizing that the side of their negotiation will be the United States.

Last year, reports revealed that US and Taliban representatives met each other to talk about peace process. But later on Taliban withdrew from negotiation over what they called as duplicity. According to available information, the Taliban were asking for its leaders in Guantanamo prison to be released in exchange for US soldier kidnapped by Taliban in 2009.

Meanwhile the condition of US for start of any serious talks with Taliban was severing ties with al-Qaeda. But seemingly the US has dropped even that condition, however, after opening of political office in Qatar, the spokesman to representatives said that the group will not let Afghanistan soil be used as threat against any other country which was widely and optimistically interpreted as signal of severing ties will al-Qaeda, because al-Qaeda is a network whose principles are based on holding global Jihad against western countries and their supporters.

Meanwhile Taliban strongly backed its armed efforts and openly announced that armed struggle will continue along with peace negotiation. The constitution is one of the most democratic constitutions in the region and it is really hard, if not impossible, that Taliban accepts that. The issue of severing ties with al-Qaeda has also remained vague.

So, these all show that none of the conditions of Afghan government is considered. Instead Taliban representatives have announced their preparation to hold talks with the government! This situation has sparked differences inside the Afghan government leadership.

The statement of National Security Advisor that the leadership has not reached to a conclusion what they should do with Taliban makes it clearer? Such confusion and lack of clear cut strategy regarding peace talks will certainly let the peace process be ineffective.
