Minorities’ Plight Must be Addressed

Democracy protects and promotes human rights – it guarantees equal rights to all citizens irrespective of their cast, sect and religion. Nonetheless, on this piece of land, there are several prejudicial and discriminatory cases reported with religious minorities being subjected to ill-treatment, fundamental rights suspended and are coerced to migration, leading to impairment of universally accepted system of government.

Formerly, a reformed electoral law was constituted with lots of expectation allied to the law turning a ray of hope for minorities. Nonetheless, it deeply wrecked the expectations owing no pledge to minorities; instead took away the already provided meager safeguards.

The very unfortunate stance was the immediate surprising rejection of single minority reserved parliamentary seat for Sikh and Hindu communities, the religious minorities of the country by President Karzai. However, subsequent to several mass demonstration registered by minorities made the President to reverse his decision. The reversal of decision in this regard is really important as the situation was ready to create impediment for religious minorities and the denial of right to representation would intensify their plights.

In the move to establish a better relationship with India and earn confidence, the government must assure safeguards to right of Hindu minorities in particular. Successively Mr. President issued a legislative order for creation of parliamentary seat for Hindus.

Contrary to respecting the presidential order the Lower House rejected President Karzai's legislative order. Previously, during the session of parliament the order of President Karzai was taken up for discussion which was deferred with a majority’s objection, terming that against the Constitution. This marked the second time Karzai’s order to create a Parliamentary seat for Hindu, turned down.

The stance put into practice by both Karzai and parliament, ill-matches the spirit of democracy. The former has talked of single minority the later rejected any such bid. Factually a minority seat should be allocated for all minorities with inclusion to Hindus.

At the moment, there are 249 seats in the House. If President Karzai's legislative order was approved, there would be 250. There are ten seats allotted for Kochis in accordance with formal legislation but none for religious minorities. Some MPs with inclusion to Ahmad Behzad demanded allocation of seat for Hindus, which is, of course, a rational disposition.

Every human command equal respect and fair treatment based on sacred bond humanity grants and democracy ascertains. The division of man being on variant grounds be that, religious, sectarian or ethnic, never meant to serve their exodus or butchery. A pluralistic society pleads variant ethnic and religious groups living together with harmony and brotherhood. The critics to pluralism work to diminish this harmony by eliminating others and seek to produce a society in which a single version of religious interpretation ruling without the plights of minorities kept in contemplation.
