“Accession of Afghanistan to Work Created in Almaty Regional Center for Emergency Situation and Disaster Risk Reduction”

On March 27, 2014 the Kazakh delegation headed by the Minister for Emergency Situations of the Republic of Kazakhstan Mr.Vladimir Bozhko participated in the Summit "Nawroz 2014" held in Kabul.

During the Forum Minister Vladimir Bozhko held several meetings with members of the Cabinet of Ministers of Afghanistan. The main theme is the development of bilateral relations in various areas of cooperation.

With Minister recovery and development of rural areas of Afghanistan, deputy chairman of the State Commission on Emergency Mr. Wais Barmak discussed joining Afghanistan to the regional Centre for Emergency Situation and Disaster Risk Reduction headquartered in Almaty, Kazakhstan, cooperation between the two agencies in training Afghan trainers-rescuers at the training base of the Ministry for Emergency Situations of Kazakhstan. Proposed to include this issue on the agenda of the next meeting of the Intergovernmental Commission Kazakhstan - Afghanistan on trade and economic cooperation in the autumn of this year V.Barmak intends to visit Kazakhstan to examine the capacity of Ministry of Emergency Situations of Kazakhstan.

With the Minister of Trade and Industry, Co-chair of the Intergovernmental Commission Kazakhstan - Afghanistan on Trade and Economic Cooperation, and a member of the Tender commission of the IRA Mr. Shakir Kargar subjects discussed cooperation Afghan business with Kazakh partners, the Kazakh side participation on a competitive basis in the development of economic projects in Afghanistan. Minister Shakir Kargar was invited to Eurasian Business Forum April 17-18 in Almaty and another seventh meeting of the the Intergovernmental Commission Kazakhstan - Afghanistan on trade and economic cooperation in Kazakhstan this fall.

At a tripartite meeting with the DG of the Afghanistan National Disaster Management Authority Doctor Daim Kakar and Minister for Emergency Situations of the Kyrgyz Republic Kubatbek Boronov discussed cooperation in the training of Afghan rescue specialists, entrance into an intergovernmental agreement with Kazakhstan in the field of emergency situations and other topics.

Minister Vladimir Bozhko met with Deputy Foreign Minister for Political Affairs of Afghanistan Mr. Ershad Ahmadi with participation of Minister K. Boronov discussed Afghanistan's accession to the work created in Almaty regional Center for Emergency Situation and Disaster Risk Reduction. The Afghan side reaffirmed the intention to join the Centre. Following the meeting was prepared protocol of conversation.

After passage of the internal procedures for approval of the issue, the Afghan side will inform the Kazakh side of the place and time of the signing of an instrument of accession to the Agreement establishing the regional Centre for Emergency Situation and Disaster Risk Reduction.
