MAHMOODRAQI - The education director of central Kapisa province has been accused of taking bribes in return for appointing new employees. The director, however, rejected the allegation.
Several officers claimed the director received 40,000 to 80,000 afghanis in brides from each appointee.
Toryalai Gharwal, administrative manager at the Kapisa education department, told Pajhwok Afghan News the director was involved in corruption in fresh appointments.
For example, he said: “The director appointed an under-qualified woman in 2014 in exchange for a bribe. Similarly, a school graduate from Tagab district was appointed as teacher.”
He argued a bachelor’s degree was the minimum qualification needed for these positions. Some candidates secured more than 80 percent marks in the exams, but the director gave jobs to applicants with 40 to 50pc marks.
Gharwal revealed science scholarships were sold by the director to two students of journalism. He also showed Pajhwok Afghan News some documents in support of his claims.
Another officer of the department, who wished not to be named, blasted the director for sacking 83 employees without any cogent reason and replacing them with individuals who gave him bribes.
“He has even replaced some school principals and received 40,000 to 80,000 afghanis from new employees,” the source said.
Another worker of the department said: “The director has forced some new employees to bring him meat on a daily basis.”
The officers said the issue had been shared with the Kapisa governor, who promised resolving the problem within three days. They added the director was no longer acceptable and needed to be replaced with an honest person.
However, Education Director Mohammad Nasim Safi rejected the charge as baseless and said: “I have been serving for two years; others could not stay in the post even for six months.
“If anyone has evidence, I welcome them to come forward and share it,” he said, acknowledging that a delegation of the Ministry of Education (MoE) had arrived in Kapisa to probe the allegation.
Qais Qaderi, the governor’s spokesman, said the issue was being investigated by a team involving officials from the governor’s house and MoE. The investigation would take three days to complete, he added.(Pajhwok)
