KABUL - Second Vice-President Sarwar Danish on Wednesday said the single-seat vote system idea has several legislative, technical and implementation problems, considering the country’s current situation.
Two days earlier, the Cabinet approved in principle a draft election law, underlining the imperative of a single-seat system at polling stations for the upcoming Wolesi Jirga polls.
In past presidential elections, there was only one polling station in the entire country. In parliamentary polls, each province had its own polling station.
However, under the single-seat election system, provinces are divided into polling stations based on their populations. At each polling station, votes are polled only for candidates from the relevant area.
Danish said though the single-seat system had many advantages, it could not be implemented due to its legislative and technical problems in the current situation of the country.
A statement from the Presidential Palace to Pajhwok Afghan News said work on the draft election law was in its final stages.
The statement said the single-seat system was carefully discussed and studied and different versions of the draft election law were shared with the Cabinet during the past two weeks, but the text of the law was yet to be finalized.
Danish said the delay in approval of the draft election law gave birth to the idea single-seat system. “Some important issues are not agreed upon so far; one of them is the single-seat system,” he said.
Beside legislative and technical problems, the single-seat vote system had also some other problems that would be discussed soon, he said.(Pajhwok)
