Hoped for Peace Deal with  Hekmatyar Sparks Mixed Reaction

KABUL - The hoped for peace deal between the Afghan government and Hizb-e-Islami Afghanistan party led by Gulbuddin Hekmatyar has been received with mixed reaction and analysts argue they fear it will not help improve the situation in the country.
A number of Kabul residents said they expected government to end the crisis and disorder, but instead have brought "another jihadi movement to Kabul".
"Anyone that has committed oppression should be prosecuted," said Fazl Nabi, a resident of Kabul.
"All those who are in Kabul or abroad should come together and apologize to the people. This will clear the people's hearts against them," said Saeed, another resident of Kabul.
"All should set and resolve as well as discuss the rift," said Najibullah, a resident of Nangarhar.
"We should know what has been included in the peace deal and how Hekmatyar will join the peace," said Khalid, a resident of Baghlan.
Meanwhile, Aziz Rafiee, head of civil society organizations of Afghanistan, said he believes that the peace deal will not benefit the country.
"I believe that the presence of Hekmatyar will not bring any changes in terms of quantity and quality. It will provide the opportunity for a number of corrupt figures that were under Karzai's shelter over the past 10 years and now they will seek shelter under Hekmatyar's shadow," Rafiee said.
Meanwhile, a number of analysts blamed government for hiding the facts, particularly that of the conditions and privileges that will be given to Hizb-e-Islami party once it has signed the peace deal with Kabul.
"It is a peace through government's intelligence channels and it provides the least information to the people," said political commentator Khalil Roman.
"The efforts to bring Hekmatyar is a game which has an intelligence issue. The people that are involved in this circle there is no difference between them and Hekmatyar in terms of thoughts and politics," said Asif Ashna, analyst in political affairs.
The Chief Executive Abdullah Abdullah's office meanwhile assured the nation that no one person nor group will be allowed to stand against the Constitution and against the achievements gained over the past 15 years.
"Hizb-e-Islami will be mixed as an armed movement and will be registered as a political party. If the Hizb-e-Islami led by Hekmatyar takes any illegal act they will be followed legally," said Abdullah's spokesman Mujib Rahman Rahimi.
Reports indicate that the peace deal between government and Hizb-e-Islami party will be signed in the next few days by the party and the High Peace Council and later it will be sealed between President Ashraf Ghani and Hekmatyar. (Tolonews)
