KABUL - Calling administrative corruption a great challenge to ensuring good governance, second vice-president Sawar Danish on Monday said the menace had decreased in Afghanistan, but its complete eradication needed time.
Addressing the European Union (EU)’s third annual anti-corruption conference in Kabul, Danish said corruption threatened good governance and services delivery to people.
“Unfortunately this phenomenon remains a challenge for good governance in Afghanistan,” he said.
He said reforms in financial, administrative and judicial sectors and utilization of civil society and media role could help overcome corruption .
“Unfortunately there is no codified policy and strategy for fighting corruption, documents prepared in this regard during in the past years had mistakes and need an in-depth review,” he said.
Danish expressed concern over corruption in customs departments and said efforts so far made to curb the menace in the vital sector were insufficient. He added more steps were needed to prevent tax evasion at customs offices.
Two years ago, the government authorized ministers to hire people in their ministries on their own for the sake quick reforms, but unfortunately some organs misused the authority.He said reforms in judiciary organs were important as prosecutors and other judicial workers lacked professionalism and independence in decisions.
