WJ Approves Plan to Rescue Country from Current Crisis

KABUL - The Wolesi Jirga on Monday approved a draft plan for rescuing the country from the current critical situation.
The lower house of parliament members said officials who had committed negligence in preventing recent deadly attacks in capital Kabul should be summoned to the Attorney General Office.
The lawmakers also emphasized that Pakistan should be introduced as ‘a terrorist sponsor state to the United Nations.
The draft plan asked the government to respond to the demands of Kabul protestors in accordance with the law.
Power monopolization should be avoided and parallel departments should be dissolved, the Wolesi Jirga plan urged.
Following recent incidents and protests in Kabul city, the Wolesi Jirga appointed a delegation comprised of representatives from all 34 provinces of the country for investigation into the incidents.
The delegation presented its plan to the Wolesi Jirga today. While explaining the plan to lawmakers, Abdul Qayum Sajjadi, a member of the delegation, said the plan was developed considering the growing insecurity, political divisions, deep social gaps, differences among political parties and civil society institutes, widening distance between the people and the government, absence of an effective security strategy and some other important issues.
The first article of the plan says: “The government is responsible to take action for security improvement and national sovereignty, identifying the perpetrators of recent incidents, launching an in-depth investigation and bringing to justice the officials who neglected duty to prevent such deadly attacks.”
Another article of the plan says the government is responsible to identify the perpetrators and factors behind Friday’s protest incidents, in which several people were killed and scores of others injured.
The perpetrators of Friday incident should be taken to justice and demands of the protestors should be responded in accordance with the law, the article said.
The draft plan also asked the government to suspend security officials over duty negligence and introduce them to the attorney general office.
“The government should present its strategic plan for security of the country to the Wolesi Jirga for approval as soon as possible, it should also take urgent action for clearing security organs from suspected individuals and infiltrators in line with strategic cooperation contracts with the US and NATO,” it said.
The plan added the government was responsible to take decisive action for making effective programs, bringing about reforms and preventing security organs from being politicized in accordance with the country’s laws.
The fourth article of the draft plan says that the government is also responsible to prevent creation of illegal departments and dissolve or cancel parallel organs. The government should avoid power monopolization and respect legal authorities and responsibilities of ministries, it added.
The government should implement the national unity agreement and promises mentioned in it should be executed for resolving the current political tensions, the Wolesi Jirga plan added.
Other part of the plan urged the government to formally complain to the UN’s Security Council, the Organization of Islamic Cooperation (OIC), human rights organizations and Inter-Parliamentary Union to add Pakistan to the list of states sponsor of terrorism.
The plan also asked the OIC to prevent religion Islam from being misused in killing of innocent people and committing suicide attacks.
The plan was approved with a majority of votes from lawmakers.
Speaker Abdul Rauf Ibrahimi said that the Wolesi Jirga delegation would also meet with representatives of Kabul protestors to resolve problems created as a result of the protest in Kabul city. (Pajhwok)
