IEC Prepares  Outline to Hold Paper Ballot Election

KABUL - IEC operational deputy chief Wasima Badghisi said the outline will be sent to presidential palace. The voters’ list will be prepared based on the paper-type identity cards that people currently hold. On the election day, people holding paper type identity documents will be able to vote.
The Independent Election Commission (IEC) said on Saturday it will send to the presidential palace an outline in terms of which the upcoming parliamentary election will be based on a paper-ballot system.
Previously, the commission wanted to digitalize the elections and create a digital voters’ list.
IEC operational deputy chief Wasima Badghisi said the outline will be sent to presidential palace. The voters’ list will be prepared based on the paper-type identity cards that people currently hold. On the election day, people holding paper type identity documents will be able to vote.
“We plan to send the outline to the presidential palace today. They will receive it today or tomorrow. We will specify a timeline on which the presidential palace should inform us of its final decision and to not waste time,” said Badghisi.
According to Badghisi, the upcoming parliamentary election might not be held at its scheduled time and there might be some minor changes.
“It is possible that some minor changes could happen in election schedule, but our main focus is to hold the election in 2018. That also depends on when we receive the necessary equipment and facilities,” Badghisi added.
The delay in appointing a new chairman for IEC has also led to criticism of the government.
“Unfortunately, the main problem is in the National Unity Government because different parties have shares in the government and they have different views. Those variations in opinions could cause the process to be delayed,” MP Gulalai Noor Safi said. (Tolonews)
