No Threat to Neighbors  from Afghanistan: Karzai

KABUL - President Hamid Karzai on Saturday assured neighbors they would face no threat from Afghanistan's soil, urging them to continue cooperating with efforts at bringing peace and stability to the war-hit country. In remarks to the concluding session of the Loya Jirga on a strategic agreement with the US, Karzai said the participants had floated valuable suggestions and his government would work on implementing them.
The four-day assembly concluded with the release of a 76-article declaration, recommending the creation of American bases in the country for a decade.

Endorsing the agreement with the US was necessary for maintaining security and strengthening Afghanistan's economy, delegates said in the declaration, which underlined respect for the Afghan culture, traditions and religion.

Karzai said the participants' recommendations, including neighboring countries' cooperation, an end to night raids and dismantling of parallel structures, were acceptable to his administration.

"My government is committed to honoring your suggestions and going by them," the president said, adding that efforts were being made to improve the capacity of Afghan security forces.

Simultaneously, he continued, all possible endeavors were being made to boost the economy and fund Afghan forces' needs. Officials concerned had been ordered to devise a comprehensive security plan.

Karzai appealed to Afghans to send their children to school, saying most the country's problems resulted from illiteracy. Afghanistan would have not slipped into the current grave situation, if the literacy had been higher, he concluded.
