WJ Administrative  Board Comes Under Fire

KABUL - Several members of the Wolesi Jirga accused the house administrative board of having weak management but the board hit back, saying MPs inattention had left the assembly inefficient.
Last week, the house decided to debate the forthcoming Chicago Summit and Tokyo conference -- which would discuss funding Afghan security forces and the nation's development -- on Saturday.

With the ministers concerned travelling abroad, the administrative board debated the approval of a law concerning the composition and powers of the judiciary, without sharing the agenda with the relevant parliamentary panel.

"The national assembly is insulted by ministers and a district police commander would also slight us," remarked a public representative from Kandahar, Mohammad Naem Lalai Hamidzai. He criticized the board for ignoring dozens of lower house proposals.

"We cannot firm up the agenda according to the trips of ministers," said an MP from Kabul, Shukria Barakzai.
There were some officials who did not attend the parliament's sessions, she said, urging the ministers to arrange their trips, keeping in view the current situation and the Jirga's plans.

Another lawmaker from Kabul, Syed Ali Kazimi, accused the administrative board of not having proper management, and said organizing meetings and sessions was out of its control.
According to Kazimi, MPS are insulted by officials every day but the board had failed to take action against them.

"If we have no agenda, how can we say our session is successful?" asked a legislator from Herat, Shanhaz Himmati.
The board should announce the agenda of the session after completing its gatherings, believed a house member from Farayab, Rangina Kargar.

"If all of us regularly come to parliament, the sessions will be more productive and organized," said Wolesi Jirga Speaker Abdul Rauf Ibrahimi.
Monday's session ended inconclusively due to the absence of representatives from the judiciary commission , and the members were unprepared for the approval of the law. (Pajhwok)
