Enforcement of Karzai’s Decree Discussed

KABUL - Human resource heads on Wednesday met to discuss the implementation of President Hamid Karzai's latest decree on corruption and reforms.
Under pressure from the international community to do more to battle corruption, Karzai last month decreed sweeping reforms and ordered ministries, prosecutors and the judiciary to fight bribery, nepotism and cronyism.
The 23-page directive instructs officials to dispose of corruption-related cases at the attorney general's office and in courts and do more to bring the crooked to justice.
Karzai repeated his request to high-ranking government officials and their relatives not to accept rebuilding contracts.

Independent Administrative Reform and Civil Service Commission (IARCSC) officials on Wednesday met human resource heads at civil departments in Kabul on how best to enforce the presidential orders.
IARCSC chief Ahmad Mushahid said the meeting was aimed at discussing how human resource chiefs could cooperate with relevant departments in the implementation process. Civil department officials were afforded the opportunity to share their views.

On the occasion, Prof. Najibullah Amin, deputy director general of Office of Administrative Affairs and Council of Ministers, said all government departments had started implementing the decree.
"All departments have evolved their plans and have tasked officials with overseeing the implementation process," he said, adding the Ministry of Defense had completed the process of promoting 1,200 low-ranking officials. (Pajhwok)
