The assassination of three American citizens by an Afghan police in Cure Hospital in the capital opened the mouth of festering pain in Afghan security forces. Though they have displayed spectacular skills in terms of fighting Taliban and other anti-government armed forces, but there are serious loopholes that have dealt serious blow to the country. The most abhorrent incident was the assassination of 21 Afghan soldiers in Kunar province earlier this year. Based on reports released later, Afghan intelligence detected their phone calls with Taliban and were certain about their evil intention. But no measures held which led to one of the most horrendous incidents – 21 soldiers were shot on the head while they were sleeping.
Similarly, during previous years, the attacks of Afghan soldiers on foreign soldiers created enormous problem for foreign allies to train as well as carry out joint military operations. But since the transition of security responsibilities to Afghan forces, exercise of power and finally strengthening of intelligence within the security establishment, the situation became much better. But there are several loopholes that should be sealed.
First of all, huge part of the security forces were recruited after the collapse of Taliban militants who completely erased the previous established security structure and installed a kind of tribal one. So, its collapse by US-led military intervention, everything started from the zero, including developing a well-established security structure. Hence, thousands of people were just recruited by direct or indirect recommendation of warlords without having any particular skills. Moreover, they were somehow committed to front where they came from not actually to national interests. Taliban militants and other linked minded groups used from such situation the most. The proliferation of Taliban militant among Afghan soldiers is obvious. Even many believe that neighboring countries have also their own guys within the security establishments which is highly risky for the future.
However, since last year, the situation has improved much better. The frequency of green on blue attacks have decreased tremendously partly due to foreign military withdrawal as well as lesser engagement with Afghan security forces.
But there are various issues that should be considered. First of all, it is obvious that Afghan security forces are under a circumstance to hide their mentality from their colleagues. Sitting with a group of security forces, you hear from their harsh experience in the battle field to incidents they were eye witness to social and political issues. When the case reaches to presence of foreign countries, no body show least hesitation to express pro or anti notion. Hence, it really does not a close and tight scrutiny to detect those who oppose foreigners to extent that might open fire toward them. Hence, it really does not need a strong intelligence to detect and single them out soldiers. So, it is recommended that such dangerous individuals kept under close eyes. And should not be deployed to regions where the can easily contact armed opposition and put the lives of his colleagues into danger as happened in Kunar province.
In addition, if no accurate data found about their linkage with anti-government forces but have radical mentality, they should not be deployed to areas where foreign citizens pay visit. It may prove useful if soldiers with radical mentality are deployed where foreign citizens may not pay visit. But in the rest of regions like the protection of luxurious hotel where foreign citizens generally stay be should be assigned to those who are tolerant and have appropriate view to presence for allies.
It is really shame for us. Afghans who experienced the refugee always complain about misbehavior they faced in neighboring countries. Tens of thousands of Afghans have got citizenship in developed countries where the face no problem on account of their previous nationality. But still no foreigners ever wanted to stay in our country. They are our guests and will leave the country in no time. So, why we do not have the least tolerance to welcome even those who want help us get rid of our own miseries?
I hope Afghans should understand that foreign citizens are here only pull our country back on the smooth track. They never asked us to give them something and instead always asked and supported us on how to improve our social, economic and political conditions. Does not it show the depth of notorious behavior to shoot those on whose money we feed? If today U.S. and its allies stop providing fund for our security forces, the government has not the budget to pay their salaries. Police like the one shot dead three innocent American citizens should understand that without the presence of the US, the situation will turn to pre-2001 period.
Moreover, I hope that the upcoming government bring fundamental changes and draw a clear between friends and foes. During past years, our approach was completely stinking as international community was harshly criticized for minor mistakes while stretching hands for their support. Accept it or not, if the top politicians open mouth in criticisms of foreign countries, than soldiers who are hesitating between government and militants will get enough motivation to pierce the chest of foreign citizens being unaware of what actually goes on. It is highly possible that if top officials maintain or develop friendly relation with foreign allies, Afghan soldiers also will not be encouraged to open fire. Because criticisms prevalent during past few years give concept to them that foreign countries are here against the will Afghan government.
