Dr. Abdullah and Election Commissions

The resignation of Zai-ul-Haq Amerkhel, the head of Independent Election Commission (IEC) Secretariat was widely covered by domestic newspapers. On Monday, he announced his resignation in presence of Journalists. He said that he did not resign under pressure but because of trust building and getting the election out of the deadlock.

While talking to journalist and after resigning he said that whatever happened on the day of election was a conspiracy against him and added he resigned only for trust building and saving of election as national process. A day before his resignation, an audio tape was released by team of Dr. Abdullah Abdullah which was claimed to be the voice of Mr. Amerkhel.  But he said that tape was fake and it was made to defame him. Mr. Yousuf Nooristani, the chief of Election Commission also regretted his resignation. He also said that his resignation had nothing to do with audio tape and called him as sincere, skillful and patriot.

Domestic media widely covered his decision. There were tough talks about the authenticity of the talks and his privacy. Some told that even if the tape actually belonged to him, then who are responsible for recording the personal phone calls of people.

In addition to discussion of privacy and authenticity of tape, many reacted to his decision as a kind of sacrifice. Because despite demands Dr. Abdullah and his supporters for his discharge, neither the Independent Election Commission nor President Hamid Karzai took any decision against him. Day after his resignation, Mr. President Karzai also reacted. He appreciated him and called it as his responsible move.  “Mr. Amerkhel by this measure paved the way for normalization of election process. Pure and brave Afghans despite challenges took part in elections and elected their president as per constitution” Mr. President Karzai was quoted in declaration released from presidential office.  It also adds that election process should be continued as per schedule and law.

Meanwhile, two days passed from his resignation but still the destiny of election is not clear. Dr. Abdullah Abdullah previously cut all his ties with election. He blamed both that commissions that they did not listen to their complaints with zeal to support his rival. One of his principle demands was discharge of Zai-ul Haq Amerkhel. He said because he was engaged in vote rigging, he should be discharged directly by Mr. President otherwise he would not accept the result of the election.  However, both teams accept that frauds did happen across the country and by supporters of both candidates, but the votes gained by Ashraff Ghani in eastern provinces are fake, Dr. Abdullah Abdullah claims.

Meanwhile after his resignation, Dr. Abdullah still has not resumed his cooperation with election commissions. He still asked for mediation of United Nations the thing which indirectly rejected by UNAMA. The chief of UNAMA told that they cannot interfere in the election process unless all sides and government ask them.

Seemingly, after suspension of cooperation with Election Commissions, the campaign team of Dr. Abdullah has ended up into confusion. Though talks continue at the back stage, but refused to join back the process. It becomes more than a week that protesting camps hoisted in parts of the Kabul and daily large and small demonstrations held against what the call as electoral fraud.

It is highly possible that election commissions, government as well as people do not want to go for third round of the election. Now it becomes around more than half a year that people are wrangling with election discussions. Everyone is waiting for the new presidential in order to a find a job after the political situation moves on certain path.

After days of pondering, Dr. Abdullah proposed to resume election in the provinces whose votes are controversial. But both election commissions as the two responsible institutions for elections continuously ask Dr. Abdullah register his complains follow his demands through legal channels. Nonetheless, he does not believe on sincerity of the commissions. He blamed their staff of being systematically engaged in rigging votes in the favor of his rival Dr. Ashraff Ghani.  It is not also possible for the United Nations to interfere as the situation is getting tense. But the opposition of the Dr. Abdullah shows that he believes if fake votes are not filtered then he would not win. Hence, even if the United Nations interferes, how it is possible to find out about the fake votes?

The option as conducting election in provinces with controversial votes seems unfeasible. Taliban hold sway in the mention provinces. Electoral observers may not risk life to monitor the voting process. It is highly possible similar thing be practiced once again. Is it possible to continue conducting elections as for the suspicion of one side gets cleared?

So, if the process continues as now, it is possible that country may further get deepened in the mess. The election commission is resolved to announce partial result of the election within next coming days. What if Dr. Abdullah does not accept that? No doubt as per law, election commission must announce the result despite that the next government may suffer from credibility if remains completely on the sideline.

Therefore, both candidates should avoid disruptive measures and instead of instigating people and sparking communal sentiments, they should work together and respect the demands of Afghan people.
